		<description>I&#039;ve worked in a big, slow moving company that was really far behind technologically because 

1) people were afraid to do anything different and 
2) there was so much red tape involved in changing anything that by the time a change did occur it was already technologically behind.

I&#039;m going to tiptoe around getting political here but...

It could be that government is just as stubborn regarding change (possibly a thousand times more so).</description>
